Watson calls on Parliament and Commission to regain the initiative on Europe9.14.51am UTC (GMT +0000) Tue 27th Sep 2005 Speaking yesterday in Parliament on the pressing priorities of the Union, Graham Watson MEP, leader of the European Liberal Democrats called for Parliament and Commission to work more closely together in establishing priorities and setting the agenda for the EU to avoid it being usurped by the national agendas of its 25 Member States. "Europe is in the doldrums, its Constitution has suffered a set-back, its budget in stalemate and its economy stagnating. Now, more than ever, Parliament and Commission must work together to rescue the European project and unite the Union but we look to the Commission to take the lead, as the guardian of the Treaties and motor of European integration." Referring to the proposals to be announced tomorrow by Commission Vice-President Verheugen on the screening and repeal of up to 69 legislative proposals Watson told the Commission that although it is pleasing to see the Commission put flesh on the bones of its commitment to better regulation "the Parliament expects a say in the withdrawing or re-writing of laws. Our involvement is your accountability; our approval is your legitimacy." On the future of the European Constitution, Watson called for President Chirac and Prime Minister Balkenende to be invited to the Parliament to outline how they intend to proceed with the Europe debate in their countries since "doing nothing is not an option. Member States must face up to their responsibilities and respond to the call from their citizens; enhancing security without threatening liberty, building the foundation for jobs without undermining solidarity and gaining added value for the Union without diminishing national identity."
